Why the parcel is not delivered? Already a week and I need my milk.. it shown as out for delivery and then back to the hub.. why is that so?

Supposed to receive item by 16 December. SPX delivery collected item to be sent on the 16 of December. Inside shopee app also stated to receive by 16 December. Until today have not received. Status showing delivering since yesterday
